Letter of Map Revision (LOMR) for South Graue Woods

The Federal Emergency Management Agency (FEMA) approved a revision to the Flood Insurance Rate Map for the South Graue Woods area. The annotated map panel revised by this LOMR is for floodplain management purposes and for all flood insurance policies and renewals in the community.

This LOMR is effective May 2, 2005. If the revised map (click here) shows your property to be out of the floodplain, you may call the Engineering Division at 530-3020 to request a copy of the LOMR for your lending institution (or download the LOMR here). Flood insurance is not required by FEMA for properties outside of the floodplain area.

The City of Elmhurst and DuPage County have adopted a Stormwater Management Ordinance to ensure responsible development in the floodplain. Please be advised that even if your property appears to be removed from the floodplain, professional engineering plans including a topographic survey and grading plans may be required prior to the approval of any building permit for your property. Any permit for construction in this area may have to be forwarded to the DuPage County Department of Economic Development and Planning for review and approval.

Construction and Landscaping Trucks on City Streets

To assist the City in maintaining vehicular traffic and safety please remind your construction and landscape contractors to obey the posted parking regulations in your neighborhood. The regulations are in place to help assure that traffic and parking problems are minimized. In addition, please remind your contractors that parking too close to driveways and intersections can cause a sight restriction making it difficult for drivers to maneuver safely.

Per the "Code of Conduct" signs required for all new construction projects: Construction vehicles are to "Park in Designated Areas, Not on Parkways". As a general rule contractors are required to park all construction vehicles on one side of the street. Landscape trucks and trailers are only in the area for short periods of time and can be legally parked on the street where parking is permitted.

The City has specific requirements for the closure of a street for construction. A road closure information packet is available at the Public Works counter at City Hall. The following general guidelines can be used to assist the contractor in obtaining permission to close a public street. In general, a request to close any street should be made with the Public Works Department at least 24 hours in advance of the proposed closure. The Contractor shall notify DuComm of the roadway closure and reopening for emergency traffic notification and routing. Local street closures require barricades at the intersection and approved detour routing. Primary/Secondary streets may not be completely closed and emergency vehicle access is required at all times. Any violations of these policies are enforceable through Building and Code Enforcement Officers and Elmhurst Police Officers.

Homeowner Construction Safety Information

You may be surprised by what's buried in your yard. That's because today, more power, gas, water, and telecommunications companies are delivering utility services underground. To avoid damaging those lines, state law requires you to call JULIE before any digging project, regardless of the project size or depth.

JULIE, Inc. is a not-for-profit message handling service for homeowners and contractors. JULIE operators are available 24 hours a day, seven days a week. The call is free and so are the services. Just call a helpful call center operator at JULIE and they'll alert their member utility companies of your plans to dig so they can come out an mark their unerground lines at your site. JULIE neither owns nor marks any underground facilities.

All you need to do is call two working days in advance. For more information, visit www.illinois1call.com.

Common examples of homeowner projects that require a call to JULIE before digging include putting up a fence; installing a swing set, a mail box post, or water feature such as a pool, pond, or fountain; building a deck or room addition; preparing a new garden area; or planting trees, bushes, or shrubs.
