In 1994, with budget authority from the City Council, city staff developed and coordinated the first City of Elmhurst biennial citizen survey to determine satisfaction with community services.

Information obtained through this and subsequent surveys provide an indication of the citizens' perceptions of quality and value of services provided, as well as their observations regarding the community's strengths and weaknesses, and problems they feel the community will face in the next five years.
