The City of Elmhurst requires permits for building and construction projects, as well as other registration and licenses. Building permit applications and submittals must comply with City building codes, which are established to provide safeguards for the public’s health and welfare.

The City's online Citizen Self-Service Portal allows users to apply for a permit, track their permit, submit documents, schedule inspections, and communicate with staff. Anyone seeking a permit in the City of Elmhurst will be required to utilize the Citizen Self-Service Portal.

The Citizen Self-Service Portal will allow users to:
  • Apply for a permit
  • See the project workflow and required items 
  • See required inspections
  • Schedule inspections
  • Review the progress of inspections and notes from inspectors
  • Review if plans have been accepted or denied
  • Pay fees
  • Receive email reminders to everyone associated with the permit (homeowner, contractor, architect, etc.) on project status and the next steps required

Overweight/Oversize Vehicle Permits & Oxcart Online Permits3 documents

    The City of Elmhurst has entered into an agreement with Oxcart Permit Systems effective April 1, 2015 for all overweight and oversize vehicle permits. This new web-based system offers permit applicants a simple and effective way to obtain permits in a timely manner. Applicants must simply visit oxcartpermits and click on the “Trucking” tab and create an account to get started. Once the account is opened, the applicant will be able to request permits through an easy to use online permit application. Once the application is electronically submitted, it will be reviewed by Code Enforcement. Upon approval, the applicant will receive notice of approval through email. The applicant can then make a payment using any major credit card and the permit will be immediately issued in an electronic format.
