Permits for soliciting funds at intersections will be issued by the Clerk on a first-come first-served basis. A total of 15 tag days are permitted each calendar year. Each agency shall be limited to one permit annually. Permits will be issued for one or two consecutive days. A permit for two-day fundraising will be issued only if the second day of that fund raising activity is a Saturday.
The soliciting agency must be registered with the Attorney General as a charitable organization. A certificate of insurance indemnifying the City from any injury to any person or property during the solicitation which is causally related to an act of ordinary negligence of the soliciting agency must be provided to the City of Elmhurst at the time of application. Any person engaged in the act of solicitation must be at least 16 years of age and wear a high-visibility vest.
Solicitation of contributions is permitted only at intersections where all traffic is required to come to a full stop. Solicitation of contributions on IL Route 83 is not allowed under the regulations set forth in the City of Elmhurst Municipal Code.
