IEPA State Revolving Loan Funded Projects
The City of Elmhurst is constructing improvements to the City’s Wastewater Reclamation Facility (WRF) and Sanitary Lift Stations in order to replace aging infrastructure, improve operations and efficiency, and protect against flooding.
These Improvements were financed by the Clean Water State Revolving Fund (SRF). The SRF program is administered by the Illinois Environmental Protection Agency and receives a portion of its money to fund these types of projects from the U.S. Environmental Protection Agency. This project loan is financed at an interest rate of 1.76% repaid over 20 years.
The following projects are funded from this loan:
- Water Reclamation Facility Improvements:
- GRIT equipment, HVAC AND MASONRY improvements
- sludge storage pad modifications
- new effluent sampling building
- North Avenue (East End) Sanitary Lift Station Flood Proofing
- Atrium Lift Station Improvements
Once complete, these projects will improve water quality for area residents and businesses in the City of Elmhurst and provide for a more efficient operational system. SRF programs operate in each state to provide communities the resources necessary to build, maintain, and improve the infrastructure that protects one of our most valuable resources: Water.

- Non-potable water, natural gas, fiber optic, and electrical utility installations
- Electrical distribution building

- NORTH DIGESTER MIXING AND COVER IMPROVEMENTS, DIGESTER CONTROL BUILDING RETROFITS, SLUDGE PUMP REPLACEMENTS, ENGINE-GENERATOR AND BIOGAS BOOSTER PUMP REPLACEMENT
