Operations is made up of the uniformed Patrol Division, the Investigations (Detective) Division, the plainclothes Mission Team unit, the Police Records Division, and various specialty units. The main focus of Operations is responding to calls for service from the public, both emergency and non-emergency, and maintaining peace, order and safety for everyone.  In 2015, Elmhurst Patrol Officers responded to 46,948 total calls concerning criminal offenses, traffic crashes, alarm activations, disturbances, traffic complaints, and other miscellaneous events.

Operations is overseen by the Chief of Police, who provides leadership, direction and vision to the Department in the fulfillment of its overall mission. The Department is led by Chief Michael R. Ruth, who has served as the Elmhurst Police Chief since 2012, along with Deputy Chief of Operations, Robert Tannehill, and Deputy Chief of Police Administration & Investigations, Michael McLean. Together, the Chief and Deputy Chiefs of Police bring a total of 74 years of progressive law enforcement experience to the City of Elmhurst.
