Late Charges Reassess


COVID-19 resulted in significant economic impact, including the loss of income and wages that undermined financial security and stability for Elmhurst residents and business owners. In an effort to lessen the hardships faced and provide relief to our community during this time, the City of Elmhurst temporarily suspended delinquent charges and discontinuation of water, sewer and refuse services. This executive order made by former Mayor, Steve Morley, has been in effect since the onset of the pandemic. After nearly a year and a half, City Council recently made the evaluated decision for City Staff to reinstate late charges. 

Late charges will reassess starting on October 4, 2021. A city ordinance stipulates that if a customer's bill is not paid in full by the date payment is due, the customer will be charged 5% of the amount remaining unpaid.  

Late charges will not be assessed against the balance due on a delinquent amount billed prior to October 4, 2021, as long as the customer is current on payments required by a payment agreement.  Payment arrangements must be requested and agreed on these past due balances no later than October 20, 2021.


Customers will receive a past-due notice followed by a possible disconnection-of-services date if the unpaid amount remains outstanding and no payment arrangements have been made.  Reinstatement of water service will require the entire amount past due to be paid in full.  No payment arrangements will be issued once water service is terminated.  It is important that all payment agreements for billed amounts past due prior to October 4, 2021 are entered no later than October 20, 2021.

Customers can also register their account on the City’s website, to view utility statements, check monthly usage and pay utility bills.
